Fujian auctions first integrated natural resource package

Zhangzhou's Pinghe county has auctioned Fujian province's first integrated "mineral, land, and surplus stone" resource package for 146 million yuan ($21.2 million). This transaction marks a significant shift in natural resource allocation, combining mining rights and processed stone materials into a single supply model to streamline industrial development.

The integrated package includes 9.05 million cubic meters of granite mining rights, 277.42 acres of mining land, 49.37 acres of industrial land, and associated surplus soil and stone from engineering stripping. Previously, these assets were managed and auctioned by separate departments, requiring enterprises to navigate multiple approval processes. This fragmented approach often led to administrative delays and inefficient resource utilization.

To expedite the project, Pinghe county implemented a "unified trading, separate contracting" model. This innovation allowed for a single public announcement and a consolidated auction, followed by individual contracts for each asset class. The streamlined process reduced the total transaction time to less than one month from the initial public notice.

Local authorities have also established a closed-loop oversight mechanism covering the full life cycle, from the initial granting of rights to final project development. This regulatory framework ensures standardized resource extraction and prevents unauthorized development. By securing a local supply of construction-grade sand and stone, the project is expected to reduce regional construction costs and eliminate the county's long-standing reliance on external resource procurement.
