Fujian expanded its departure tax-refund network to 428 registered stores by July 2026, with 292 outlets now providing instant refunds to streamline the shopping experience for overseas travelers.

In early 2026, China's Ministry of Commerce and five other government departments jointly issued a notice to enhance departure tax refund policies to boost inbound consumer spending. In response, Fujian has been actively working to streamline the tax refund process for international visitors.

As these policy measures gradually take effect throughout the province, international visitors to Fujian are enjoying a more convenient shopping and sightseeing journey, as reflected in growing demand for high-quality goods and services.

In the first seven months, departure tax refund sales in Fujian reached 138 million yuan ($20.53 million), up 40.7 percent year-on-year. The total amount of tax refunds issued stood at 17.5 million yuan, up 54.7 percent from the same period last year. The items most commonly purchased for tax refunds included watches, apparel, handbags and backpacks, tea, and Chinese herbal medicines.

Going forward, Fujian will expand its tax refund program, improve services, and step up promotion through its digital platform. It will also better integrate retail with tourism and implement paperless processing with random checks, to make refunds more convenient and encourage greater spending by international visitors.
