□ Science
During the year of 2005, the compilation of intermediate- and long-term science & technology development planning goes smoothly and 11 strategic research subjects were determined. Important research findings have been obtained in such key areas of high performance silicon carbide, molybdenum wire, gene vaccine for Hepatitis E, crop leftover and contaminant detection, seed-breeding of hybrid rice and disease control in poultry. According to the latest scientific-technical progress monitoring results released by Ministry of Science and Technology, the overall merit of scientific-technical progress of Fujian ranks ninth in China. The total number of patent application ranked eleventh, while the approval rate ranked eighth.
□ Education
In 2004, there were totally 21,400 schools of all levels and all varieties in Fujian, with totally 6,941,700 students. Among them, there were 14,145 full-time schools with totally 6,173,100 students, 7,200 kindergartens with totally 748,200 children, and 9,393 adult education schools with totally 2,126,300 students. The total number of school staff members in Fujian amounted to 466,300 (including 380,500 full-time teachers), of which 409,700 staff members (including 350,100 full-time teachers) are from full-time schools and 56,600 staff members (including 36,000 full-time teachers) are from other schools.
□ Culture
During the period of "The Tenth Five Year Plan", more than 50 high-quality and reputable plays were written in Fujian, while 2 of them were granted the "Five First Projects Award", 5 of them were granted the "Wen-Hua Award" and 32 of them were granted the "Stars Award". 22 key artistic research subjects passed the initial review of National Artistic Research Planning Office and were subsequently under national subject management. Furthermore, 11 cultural collection books (15 volumes), including "China Drama & Music Collections: Fujian Volume", were published.
□ Health
Fujian has made efforts to implement the institutional construction and system reform, including strengthening the construction or reform of monitor & report system, unexpected public health incident control system, medical treatment system, and rural medical treatment & health system. Positive measures have also been taken to propel the trial operation of rural cooperative medical care system. By the end of 2005, there were totally 8,800 health agencies in Fujian, including 360 hospitals, 960 health centers, 230 preventive care institutions and 7,000 outpatient department and clinics, while the total number of health and technical workers amounted to 102,000. There were totally 90,000 hospital beds in the province, and 92% of rural districts possessed medical treatment stations equipped with totally 27,000 rural doctors and health workers. In 2005, among all medical science findings, there are 1 second prize of National Science & Technology Award, 1 third prize of China Medical Science Award, 52 provincial science and technology awards and 10 new technology & new finding projects for rural promotion.
□ Environmental protection
The water quality of 12 major river systems of Fujian surpasses that of 7 major national water systems and rivers of surrounding provinces. 83.6% of rivers boast excellent water quality superior than third-class standard, while 89.1% of drinking-water sources of nine municipal cities have come up to the standards in regard to water quality. The urban air quality continues to improve, while the air quality of 23 cities within the province has been further improved. More cities are coming up to the standards. The urban noise pollution is under good control, while environmental radiation is also maintained at the level of "natural background". The provincial forest cover rate hits 62.96%, ranking top in China. According to the assessment result released by China Environmental Monitoring Center concerning the ecological environment quality of all regions of the country, 85.37% of regions in Fujian were marked excellent and 14.63% were marked good, making Fujian to rank top among other provinces.
